The man who washed his dogs at a Warren car wash is speaking only to 7 Action News saying his intention was not to hurt them.

"I'm sorry, I just made a bad judgment call, that's it," Marshall Bullard said.
Surveillance video caught Bullard using high-pressure hoses at a Warren car wash on Sunday to wash the dogs, outraging many people in the community.
"I see where people got outraged," Bullard said. "I see it, but at the same time, I was just thinking about getting all that stuff off them."
He said earlier that day, he rescued the German Shepards from an owner who had neglected them. Bullard said the dogs' fur was badly matted with feces.
"I tried the water hose, that didn't work," he said. "It popped in my mind to take them to the car wash."
The owner of the wash posted the surveillance video on Facebook, and shortly after, Bullard got a call from police.
Bullard said he was told he couldn't keep the dogs, so he gave them to a friend and shared pictures. He said he took the dogs to the vet on Monday, showing pictures and paperwork that showed the dogs had no visible bruising or injuries.
Bullard has been charged with two counts of animal cruelty, and said he will be turning himself in next week to face those charges.
