A rally was held outside the restaurant on Detroit's east side Sunday.
Last month, the restaurant closed down for health violations after a viral video filmed by a former employee showed the deplorable conditions, including roaches in the kitchen.
Protesters say the Popeyes location knew the health violations were going on before a former employee released the video, and that's why it should shut down.
The Detroit Health Department allowed Popeyes to open back up last Tuesday, saying they had corrected all cited violations.
Community activist Malik Shabazz, who held Sunday's rally, said the owners need to be held responsible.
The health department did not find roaches, but cited to restaurant for drain flies and fruit flies.
