Tim Barbe spends a lot of time caring for his lawn, and it shows. The grass is lush and green and the flowers are vibrant.
But, the Madison Heights resident says the area changes in the warm summer months because of one neighbor a few doors down.
Babe says the neighbor leaves food out for cats, which has created countless problems for everyone on the block. The food has attracted rats and rodents, and a stench of cat urine lingers in the air.
The neighbor, Richard Lasley, has been cited dozens of times since 2005. At one time, he even went to jail for non-compliance.
Madison Heights city officials are working with neighbors and Lasley to come up with a resolution.
